Letter to SLA Regarding Problems with Ye Waverly Inn

March 20, 2004
Honorable Edward Kelly
Chairman: New York State Liquor Authority
84 Holland Avenue
Albany, NY 12208
Dear Mr. Kelly;

The Greenwich Village Block Associations is a community wide coalition dedicated to preserving and improving the quality of life for residents of our historic community. In the 1920s Ye Waverly Inn opened as a tearoom at 16-18 Bank Street in a quiet area of the Village. Eventually, it became a restaurant with a license to provide table service of alcoholic beverages. Several years ago an alteration to the license allowed liquor service in its large open garden; this alteration exacerbated noise problems from the garden. It facilitates the Inn’s ability to cater parties although we believe that it does not have the necessary permits.

When Ye Waverly Inn operated only as a restaurant, it usually closed before 12:00am. Unfortunately, the Inn has modified its venue and redesigned one of its rooms as a bar. Operating primarily as a drinking establishment during the early morning, the Inn attracts many raucous, inconsiderate customers. Nearby residents are routinely awakened as late as 3:30am because of noise made by its patrons. When neighbors compare the street noise on the nights that the Inn is open to the evenings when it is closed, we estimate that Ye Waverly Inn accounts for at least 75 percent of the late night/early morning noise in the area. On some mornings, residents see vomit near the Inn leading to the conclusion that intoxicated customers use the street to throw up. Neighbors see the Inn’s patrons outside with drinks in hand and have witnessed public urination. An old local establishment is now a nuisance.

We request that the New York State Liquor Authority examine the license granted to Ye Waverly Inn and, if necessary, amend the rules under which it operates. We understand that the Inn allowed its license to lapse and for several months, it has been operating without one. We request that regulations be enforced so that Ye Waverly Inn must operate with respect for the community that it currently disregards or face termination of its liquor license. Thank you.
